Building a Warp Gate as the SEAS

I love playing the SEAS Mod in Skirmish mode. Unless I am mistaken, I believe there is currently no way for me to build a Warp gate when playing the SEAS. Can anyone tell me if I am correct, please and if I am, are there any plans to make it possible?
